COSTS OF ILLEGAL IMMIGRATION

WASHINGTON (August 25, 2004) — A new study from the Center for Immigration Studies is one of the first to estimate the impact of illegal immigration on the federal budget. Based on Census Bureau data, the study estimates that households headed by illegal aliens used $10 billion more in government services than they paid in taxes in 2002. These figures are only for the federal government; costs at the state and local level are also likely to be significant. The study also finds that if illegals were given amnesty, the fiscal deficit at the federal level would grow to nearly $29 billion.

The study, entitled The High Cost of Cheap Labor: Illegal Immigration and the Federal Budget, is on line at http://www.cis.org/articles/2004/fiscal.html . Among the findings:

* Illegal alien households are estimated to use $2,700 a year more in services than they pay in taxes, creating a total fiscal burden of nearly $10.4 billion on the federal budget in 2002.

* Among the largest federal costs: Medicaid ($2.5 billion); treatment for the uninsured ($2.2 billion); food assistance programs ($1.9 billion); the federal prison and court systems ($1.6 billion); and federal aid to schools ($1.4 billion).

* If illegal aliens were legalized and began to pay taxes and use services like legal immigrants with the same education levels, the estimated annual fiscal deficit at the federal level would increase from $2,700 per household to nearly $7,700, for a total federal deficit of $29 billion.

* With nearly two-third of illegals lacking a high school diploma, the primary reason they create a fiscal deficit is their low education levels and resulting low incomes and tax payments — not their legal status or their unwillingness to work.

* Amnesty increases costs because illegals would still be largely unskilled, and thus their tax payments would continue to be very modest, but once legalized they would be able to access many more government services.

* The fact that legal immigrants with little schooling are a fiscal drain on federal coffers does not mean that legal immigrants overall are a drain. Many legal immigrants are highly skilled.

* Because many of the costs are due to their U.S.-born children, who are awarded U.S. citizenship at birth, barring illegals themselves from federal programs will not significantly reduce costs.

* Although they create a net drain on the federal government, the average illegal household pays more than $4,200 a year in federal taxes, for a total of nearly $16 billion.

* However, they impose annual costs of more than $26.3 billion, or about $6,950 per illegal household.

* About 43 percent, or $7 billion, of the federal taxes illegals pay go to Social Security and Medicare.

* Employers do not see the costs associated with less-educated immigrant workers because the costs are spread out among all taxpayers.

Why Legalization Is So Costly. Costs rise unavoidably because amnesty will not change the low education levels of illegal aliens or the fact that the American economy offers such workers very limited opportunities, regardless of legal status. The vast majority of illegal aliens will continue to have very low incomes, and make very modest tax payments. However, legal status would allow them to use many more programs. We know that cost would rise dramatically because legal immigrants with the same levels of education make extensive use of public services. Thus, even though we estimate that average tax payments would rise by 77 percent, we also find that costs would rise 117 percent. To understand why this happens it is helpful to consider a program like the Earned Income Tax Credit, which pays cash to low-income workers. Illegals currently account for only 1.5 percent of the program’s total costs, but if they were legalized their use of the program would grow tenfold because with legal status they would no longer need stolen or bogus Social Security numbers to get the credit. This dramatic rise in cost is not due to laziness on the part of immigrants. In fact, only those who work receive the EITC. The dramatic rise in costs simply reflects the low educational attainment of illegals and their resulting low incomes.

If Illegals Stay, So Will the Costs. To the extent that policy makers have considered the fiscal costs of illegal immigration, they have generally tried to reduce the costs while allowing illegals to remain. But this strategy has not been effective because the average illegal already receives less than half as much in services from the federal government as do other households. Moreover, many of the costs are due to their U.S.-born children, who are awarded American citizenship at birth under current law. Other programs are simply too politically sensitive to cut, such as the Women, Infants and Children nutrition program. And others costs are unavoidable, such as incarcerating illegals who have been convicted of crimes. Conversely, enforcing immigration laws is both popular with voters and administratively more feasible. There are really only two options: either we begin to enforce the law, significantly reducing the number of illegals in the country, or we accept the costs created by the presence of a large pool of unskilled workers.

Results Similar to Other Studies. A 1997 report by the National Research Council (NRC) on the fiscal impact of immigrants concluded that education levels and resulting income is the primary determinant of tax payments and service use, which is also a central finding of this report. The results of this study closely match the findings of a 1998 Urban Institute study. Our estimated average tax payment for illegal households in New York State are almost identical to that of the Urban Institute, when adjusted for inflation. The results of this study are also buttressed by an analysis of illegal alien tax returns done by the Inspector General’s Office of the Department of Treasury in 2004, which found that about half had no federal income tax liability, very similar to our findings of 45 percent.

It seems as if the only people who are not concerned about illegal Mexican immigration are our so called representatives . If they are not going to do anything about this country being Mexicanized what can we do about it. I have e-mailed Kaye Bailey Hutchinson, Cornyn, Tarango, the El Paso Times, Rick Perry and others over and over again and get no response. What is happening is illegal and immoral and no one seems to have the power or desire to stop it.

Vicente Fox determines what jobs are fit for Americans and what our immigration policies are. Bush and McCain talk about a guest worker program which is actually another amnesty in disquise. They only do this because the government promised after the last amnesty that there would never be another one. The problem is that the government has done nothing to stop illegal Mexican immigration.

Politicians are prostituting themselves to big business for cheap labor and the few representatives who seem to want to stop illegal immigration are viewed as racist. Since when did an illegal Mexican assume the same rights as an American citizen?

How can African American and Mexican American representatives be so blind and so stupid as to not se that illegal Mexican immigration steals jobs and living wages from their constituents first. No one seems to remember that Nixon invented the word Hispanic so that he could create a minority larger then Black Americans with out admitting to the country that 85-90 percent of the so called Hispanics were Mexicans.

The government suppossedly supports the Border Patrol and immigration but Border Patrol agents put their lives on the line every day against drug cartel members and coyotes but once a Mexican has made it into this country Congress treats them as citizens and in some instances they have more rights then Americans. What kind of crap is this?

Now Bush is trying to promote every Mexican he knows without telling the American people the truth about Mexicans in general and that is that they are the most racist group of people in this country as can be seen on the internet by looking up MECHa.

When are the American people going to wake and demand that this ends? When are the American people going to wake up and demand that this country maintains its heritage as a melting and not the Northern States of Mexico? When are the American people going to wake up and demand an American identity card. When are the American people going to wake up and tell Vicente Fox to stop the corruption in Mexico, disband the drug cartels and support Mexicans in Mexico. When is Vicente Fox and the Mexican government going to do something to stop the slaughter of women in Juarez Chihuaha Mexico?When are our so called leaders going to stand up and demand that the official language in this country is English? When is some one going to stand up and say that a country divided between Mexican and Americans can not stand. When are the American people going to stand up and say it is not alright to demand that an applicant for a job in El Paso must speak Spanish but an employer in other parts of the country can not demand that an applicant speak English?

When is one politician going to stand up and say that violence by Mexicans is epidemic and that the government has allowed the Mexican drug cartels to spread drugs snd violence into every part of this country because they did not protect the border?

When is one politicain going to stand up and admit that our colleges are educating illegal Mexicans but many poor Americans can not get a college education. When is one of our so called representatives from Texas going to stand up and ask why there more Mexican nationals going to UTEP then white or black Americans? When is one of our so called representastives going to stand up and question the racism of Mexicans toward Americans in predominantly Mexican areas of this country.

A large percentage of our unemployment problem and budget problems for various states coiuld be erased if we would deport illegal immigrants and replace them with the 17 million people who want to immigrant to this country legally. What can be done to stop illegal immigration and what can be done to get it on liberal television? Someone needs to set some sort of direction for Americans to unite against the so called leadership of this country and stop this abomination.
 
thank god there is someone out there rattling the cage. my husband and i just moved back to atlanta,ga from hollywood,fla.i had to keep asking if i was on vacation in a spanish-speaking country and wasn't aware of the trip.number 1, there isn't anyone left in quebec, canada.secondly,waitstaff,store clerks,hospital nurses, etc butchered the english language and expects everyone to speak spanish!!they would get there feathers ruffled when you don't understand them.the circulars that come with the paper and came via mail were in both languages!!the walmart radio station that is piped in all walmarts was in spanish!!we,english speaking americans are a minority and will soon be on the florida endangered list.i heard of a school,where the students parents attended when they were young,is not able to function because the teacher spends most of her day translating her lesson.the parents are moving their children to another school because their children are falling behind.get this,the spanish speaking children don't even live in the u.s.!!they cross the border near a school bus stop,go to school in the u.s.,then go back to their home in mexico at the end of the school day.
 
Tonight in Dallas, a police officer was shot to death by an illegal alien who was trying to evade arrest. The illegal alien was beating his ex-girlfriend and either she,or someone else called the police. The guy ran and the officer gave chase. The illegal alien ran for a block or so, but suddenly whirled around and opened fire on the officer. The policeman was wearing a bullet-proof vest, but the bullet hit his right shoulder just slighly above the vest and must have severed the sub-clavian artery. The officer bled to death, Other officers responding to another 911 call stating that shots had been fired found the policeman already dead.

Now what will happen is the Mexican Embassy will stand up for the illegal alien and refuse to allow him to face the death penalty, since Mexico has no death penalty.

Well, he didn't kill anyone in Mexico. He killed an officer who had just gotten married two weeks ago. When he was shot down, the policeman was only 15 minutes from completing his shift.

We have experienced a horrendous increase in the crime rate in Dallas. Dallas is now the number one city of its size) for murder.
